			<p align="center"><b>Home Repair</b></p> 
			<p>On May 29, 2009, the face of 
			home buying and home repair in the United States changed dramatically.  
			It was on that date that the U.S. Department of Housing and Urban Development 
			issued a statement saying that there would be an $8,000 credit from 
			the 2009 American Recovery and Reinvestment Act (ARRA) for first time 
			homebuyers to be used toward the purchase of a home insured by the Federal 
			Housing Administration.  </p> 
			<p>In reality, this meant that, 
			as a first time homebuyer, you could receive a short-term loan for the 
			$8,000 and, upon receiving the tax credit, you could pay back the loan.  
			Today, it’s a buyer’s market, and the incentives in real estate 
			are incredible.</p> 
			<p>There are also tremendous opportunities 
			associated with the 2009 ARRA for home renovations on new and existing 
			homes.</p> 
			<p>The Housing Crisis in the United 
			States precipitated the economic recession, and the Federal Government 
			is well aware that the recession will remain until the housing crisis 
			is over.  With that in mind, there has never been a more propitious 
			time to renovate your home and make it more efficient.</p> 
			<ol type="1"> 
			  <li><b>2009 American 
			  Recovery and Reinvestment Act – </b> 
			  This Act has changed the playing field for home repair and home renovations.  
			  Log onto your state of interest at <a href="http://www.state.gov/recovery/" target="_blank"><u>www.state.gov/recovery/</u></a>  to find out the grants and assistance 
			  from this plan that are available in the state of your choice.</li> 
			  <li><b>Federal Monies 
			  – </b>Search for all Federal programs for home renovations at <a href="http://www.cfda.gov" target="_blank"><u>www.cfda.gov</u></a>. </li> 
			  <li><b>State Monies 
			  – </b>There are programs available for home purchasing assistance 
			  and renovations.  Follow the protocol for the 2009 American Recovery 
			  and Reinvestment Act, as it applies to your state.  For example, 
			  log onto <a href="http://www.recovery.ca.gov" target="_blank"><u>www.recovery.ca.gov</u></a>, if you are interested in California 
			  real estate.</li> 
			  <li><b>County Monies 
			  – </b>These may be somewhat harder to come by, but there are programs 
			  that offer assistance for home repairs.  Log onto <a href="http://www.govengine.com/local/gov/index.html" target="_blank"><u>www.govengine.com</u></a> for the county you seek.</li> 
			  <li><b>Foundations and 
			  Private Donors – </b>There are plenty of private sources that may 
			  offer assistance to you in the renovation and repair of your home.  
			  Log onto <a href="http://fdcenter.org" target="_blank"><u>http://fdcenter.org</u></a> and <a href="http://www.guidestar.com" target="_blank"><u>www.guidestar.com</u></a> for databases to these private donors.</li> 
			  <li><b>Federal Assistance 
			  - </b>The Federal Government has close to 1,000 non-profit agencies 
			  and organizations available to assist those who need assistance in home 
			  repairs and renovations. The best way to find out what is available 
			  in your area is to log onto <a href="http://www.hud.gov/offices/hsg/sfn/hcc_home.cfm" target="_blank"><u>www.hud.gov</u></a>  or telephone the Locator at 
			  1-800-569-4287.</li> 
			  <li><b>Local Assistance 
			  – </b>There are local community agencies that are available to help 
			  you locate government funding or other money sources.  For the 
			  community agency in your area, log onto <a href="http://www.communityactionpartnership.com" target="_blank"><u>www.<WBR>communityactionpartnership.com</u></a> or call (202) 265-7546.</li> 
			  <li><b>Office of Community 
			  Planning and Development – </b>This office can help identify home 
			  repair programs that you may be eligible for.  You can contact 
			  this agency by logging onto <a href="http://www.comcon.org" target="_blank"><u>www.comcon.org</u></a> or by calling its offices at 1-800-998-9999.</li> 
			  <li><b>Federal Housing 
			  Programs – </b>The vast majority of Federal housing programs and home 
			  renovation assistance come from the U.S. Housing and Urban Development.  
			  To check on what’s available through this Department, log onto <a href="http://www.hud.gov" target="_blank"><u>www.hud.gov</u></a>. </li> 
			  <li><b>U.S. Department 
			  of Agriculture – </b>This branch of the U.S. Government provides rural 
			  home renovation assistance.  This Department can be reached by 
			  logging onto <a href="http://www.rurdev.usda.gov" target="_blank"><u>www.rurdev.usda.gov</u></a> or by calling (202) 308-3667.</li> 
			  <li><b>Mortgage Assistance 
			  Programs – </b>Some states, such as Pennsylvania, offer mortgage assistance 
			  for large home renovation projects to homeowners who are in financial 
			  difficulty.  The best way to check if your state has such a program 
			  is to call the Housing Counseling Center at 1-800-569-4287.</li> 
			  <li><b>Educational 
			  Homeowners Assistance – </b>There are non-profit agencies trained 
			  by the Federal government to support homeowners with the basics in home 
			  renovations and managing a home.  These agencies are funded by 
			  the U.S. Department of Housing and Urban Development.  You can 
			  find the closest one for your needs by calling the Housing Counseling 
			  Center at 1-800-569-4287.</li> 
			  <li><b>Home Renovation 
			  Programs – </b>There are home repair programs available in just about 
			  all states.  The grants range from $400 to $4000, depending on 
			  senior and veteran status.  Here are some examples of numbers to 
			  contact in your state:  Minneapolis (MN) (612) 673-5095 or <a href="http://www.ci.minneapolis.mn.us/" target="_blank"><u>www.ci.minneapolis.mn.us/</u></a>; Los Angeles (CA) (213) 808-8888; 
			  Des Moines (IA) (541) 682-3755 or <a href="http://www.ci.des-moines.ia.us/departments/cd/" target="_blank"><u>www.ci.des-moines.ia.us/<WBR>departments/cd/</u></a>.  Simply insert your city and 
			  state, such as <a href="http://www.ci.city.state.us" target="_blank"><u>www.ci.city.state.us</u></a>. </li> 
			  <li><b>Senior Home 
			  Renovation – </b>Senior Grants can be located by checking program 
			  #’s 1-3 listed above.  Additionally, there is an Elder Care Locator 
			  provided by the U.S. Administration on Aging to assist seniors and their 
			  families to find and utilize community services throughout the country.  
			  You would conduct the search by state and zip code.  You can call 
			  the Elder Care Locator at 1-800-677-1116 or by logging onto <a href="http://www.n4a.org/locator.cfm" target="_blank"><u>www.n4a.org/locator.cfm</u></a>. </li> 
			  <li><b>Veterans Home 
			  Renovation Assistance - </b>The Federal Government and the individual 
			  states have finally begun to recognize the critical importance of taking 
			  care of our ever-growing veterans of foreign wars.  The best contact 
			  for available programs is the U.S. Department of Veteran Affairs, which 
			  can be reached by telephone at 1-800-827-1000 or log onto <a href="http://www.va.gov" target="_blank"><u>www.va.gov</u></a>. </li> 
			  <li><b>Veterans and 
			  Disabled Homebuyer and Home Renovation Assistance 
			  – </b>The U.S. Department of Agriculture offers special grants through 
			  its Section 504 program for home renovations up to $10,000.  The 
			  program eligibility requirements vary among the states and cities.  
			  The best way to determine if you are eligible for these grants is to 
			  contact your city government, your county government, and your community 
			  development office.  You can also contact the National Association 
			  of Housing and Redevelopment Office at 1-877-866-2476 or by logging 
			  onto <a href="http://www.nahro.org" target="_blank"><u>www.nahro.org</u></a>. </li> 
			  <li><b>Mobile Home 
			  Repair – </b>Many states offer assistance to mobile home owners in 
			  the form of low interest loans to buy a mobile home, or money to purchase 
			  the land on which your mobile home stands.  For example, New York 
			  State offers both loans for mobile homes and loans to buy the land on 
			  which your mobile home stands through its Manufactured Home Cooperative 
			  Fund Program.  The U.S. Department of Agriculture provides low 
			  interest loans for the purchase of a mobile home or to move it from 
			  one location to another.  It is best to call the Guaranteed Manufactured 
			  Home Loan Program at 1-800-827-1000 or log onto <a href="http://www.homeloans.va.gov/" target="_blank"><u>www.homeloans.va.gov/</u></a>. </li> 
			  <li><b>Federal Loan 
			  Guarantee – </b>The Rural Housing Service branch of the U.S. Department 
			  of Agriculture offers guaranteed loans for people of low-income classification 
			  through its Section 502 Rural Housing Guarantee Loan.  This is 
			  designed to encourage people of low income status to buy homes and renovate 
			  homes in rural areas.  Senior citizens also qualify and are given 
			  special consideration.  For more information, contact the Rural

			  <li><b>Free Home Renovation 
			  Assistance – </b>While this is true, you may have to win a state lottery 
			  to get a free one.  States generally refer to this program as the 
			  Urban Homesteading Act.  The concept is that the government gets 
			  you a home and renovation assistance for almost no cost at all, and 
			  you must promise to live in that house for a certain number of years.  
			  You can receive assistance in locating local agencies handling this 
			  program by logging onto <a href="http://www.nahro.org" target="_blank"><u>www.nahro.org</u></a> or <a href="http://www.comcon.org" target="_blank"><u>www.comcon.org</u></a>. </li> 
			  <li><b>Senior Citizen 
			  Natural Disaster Grants – </b>The Rural Housing Service of the U.S. 
			  Department of Agriculture provides grant assistance to people 62 years 
			  of age and older when they are victims of natural disasters.  Contact 
			  (202) 720-1474 or log onto <a href="http://www.rurdev.usda.gov" target="_blank"><u>www.rurdev.usda.gov</u></a> for further information and eligibility 
			  requirements.</li> 
			  <li><b>Community Action 
			  Partnership – </b>This group will provide you with over 1,000 non-profit 
			  agencies throughout the country that will help you find assistance to 
			  improve your homes.  They can be contacted at <a href="http://www.communityactionprogram.com" target="_blank"><u>www.communityactionprogram.com</u></a> or <a href="http://www.managingmymoney.com" target="_blank"><u>www.managingmymoney.com</u></a>.  You can receive assistance 
			  for home renovations, such as bathroom and kitchen remodeling, rebates 
			  on new heating systems, winterization, fuel bills and other home ownership 
			  cost assistance.</li> 
			  <li><b>Office of Fair 
			  Housing and Equal Opportunity – </b> 
			  Federal law prohibits discrimination on the basis of race, creed, ethnicity, 
			  religion, sex or sexual orientation, family status or disability.

			  <li><b>Internal Revenue 
			  Service – </b>If you have made modifications and/or renovations to 
			  your home due to health reasons, you can deduct these modifications 
			  from your income tax.  Call the IRS at 1-800-829-1040 or log onto <a href="http://www.irs.gov" target="_blank"><u>www.irs.gov</u></a> for further information on making 
			  the deduction.</li> 
			  <li><b>Medicaid 
			  – </b>If you are receiving Medicaid benefits and need to make home 
			  modifications and repairs for your health and safety, Medicaid may pay 
			  for these modifications as well as medical equipment.  Log onto <a href="http://www.medicare.gov" target="_blank"><u>www.medicare.gov</u></a> for further information.</li> 
			  <li><b>AARP Home Equity 
			  Center – </b>If you are a senior 62 years and older, you are eligible 
			  for a program called Reverse Mortgage.  This is a type of home 
			  equity loan that allows you to convert some of the equity of your home 
			  into cash while you retain ownership of your home.  Call (651) 
			  222-6797 or log onto <a href="http://www.aarp.com" target="_blank"><u>www.aarp.com</u></a> for further information and eligibility 
			  verification.  In this way, you can have the equity of your home 
			  pay for home repairs.</li> 
			  <li><b>Elder Housing 
			  Assistance – </b>The American Association of Homes and Services for 
			  the Aging offers assistance for seniors in finding housing, community 
			  based services, nursing homes and retirement communities.  They

			  <li><b>Down Payment 
			  Grants -</b> The AmeriDreamCharity will pay 5% of your down payment 
			  and home repair costs through its AmeriDream Downpayment Gift Program.

			  <li><b>Closing Costs 
			  and Mortgage Assistance –</b> The Housing Counseling Clearinghouse 
			  (HCC) will be able to furnish you with local housing counseling agencies 
			  that are geared towards helping people with financial matters, such 
			  as necessary home repair costs. They can be reached 24 hours a day at
