<p class="header">Personal Assistance � Utility Bills</p>
<p>Today, households across the
board are feeling the pinch of the global economic recession.
As costs for utilities continue to rise, people are struggling to pay
their escalating bills. The rising utility expenses include your
expenditures for electricity, heating and cooling, and water. </p>
<p>You can get the help you need
to meet these costs if you meet the threshold for assistance.
Most of the assistance for utility bills can be found in programs administered
by the individual states and through private foundations. </p>
<p>The number of people unable
to pay their utility bills continues to soar, and there is no end in
sight. If you find yourself in this predicament, you are not alone.</p>
<p>The following are Federal,
state and private foundation sources that may be able to help you in
your time of need.</p>
<p align="center"><b>General</b></p>
<ul type="DISC">
<li><b>2009 American
Recovery and Reinvestment Act � </b>
This Act has changed the playing field for personal assistance.
Log onto your state of interest at <a href="http://www.recovery.state.gov" target="_blank"><u>www.recovery.state.gov</u></a> to find out the grants and assistance
from this plan that are available in the state of your choice.</li>
<li><b>Federal Monies
� </b>Search for all Federal programs at <a href="http://www.cfda.gov" target="_blank"><u>www.cfda.gov</u></a>, including emergency welfare. You
should check to see if you are eligible for assistance through the Federal
Weatherization Assistance Program (WAP).</li>
<li><b>State Monies
� </b>There are programs available for personal assistance.
Follow the protocol for the 2009 American Recovery and Reinvestment
Act, as it applies to your state. For example, log onto <a href="http://www.recovery.ca.gov" target="_blank"><u>www.recovery.ca.gov</u></a>, if you are interested in assistance
in the State of California. </li>
<li><b>County Monies
� </b>These may be somewhat harder to come by, but there are programs
that offer emergency assistance for utility bills. Log onto <a href="http://www.govengine.com/local/gov/index.html" target="_blank"><u>www.govengine.com/local/gov/<WBR>index.html</u></a> for the county you seek.</li>
<li><b>Foundations and
Private Donors � </b>There are plenty of private sources that may
offer personal assistance in a myriad of ways. Log onto <a href="http://fdcenter.org" target="_blank"><u>http://fdcenter.org</u></a> and <a href="http://www.guidestar.com" target="_blank"><u>www.guidestar.com</u></a> for databases to these private donors
who may help you with your utility bills.</li>
<li><b>Federal Assistance
- </b>The Federal Government has close to 1,000 non-profit agencies
and organizations available for assistance in several areas. The
best way to find out what is available in your area is to log onto <a href="http://www.hud.gov/offices/hsg/sfn/hcc_home.cfm" target="_blank"><u>www.hud.gov/offices/hsg/sfn/<WBR>hcc_home.cfm</u></a> or telephone the Locator at 1-800-569-4287.</li>
<li><b>Local Assistance
� </b>There are local community agencies that are available to help
you locate government funding or other money sources for assistance
with utility bills. For the community agency in your area, log

<li><b>Office of Community
Planning and Development � </b>This office can help identify personal
assistance programs that you may be eligible for. You can contact

<li><b>AARP
-</b> The Federal Government offers booklets, networking, support groups
and more for grandparents who are raising children and need assistance
with mounting utility bills. In the United States today, over
6% of grandparents are raising children. This amounts to close
to 5 million children being raised by seniors. For more information,

Program (HEAP) � </b>This is a federally funded program that issues
heating benefits to supplement a household�s annual energy cost.
It also offers an emergency benefit for households in a heat or heat-related
emergency. HEAP also offers a furnace repair and/or replacement
benefit for households with inoperable heating equipment. For
additional information on the program your local Department of Social
