<p>During this period of uncertain
economic times in America, there are many programs on Federal, state
and local levels to assist people who are experiencing hardships.
Temporary Assistance to Needy Families is a government program designed
to assist people and families who are in dire need. One appendage
of this program is the Food Stamps program by which individuals and
families receive a food stipend which they can apply toward food costs.</p>

This Act has changed the playing field for food and nutrition programs.

from this plan that are available in the state of your choice.</li>
<li><b>Federal Monies
� </b>Search for all Federal programs for food and nutrition from
the Department of Agriculture and the Department of Health and Human

<li><b>State Monies
� </b>There are programs available for emergency food as well as nutrition
programs. Follow the protocol for the 2009 American Recovery and
Reinvestment Act, as it applies to your state. For example, log

� </b>These may be somewhat harder to come by, but there are programs

Private Donors � </b>There are plenty of private sources that may

<p><b>Program Description</b> <br>
</p>
<p>WIC is a nutrition program
that helps pregnant women, new mothers and young children eat well,
learn about nutrition and stay healthy. Nutrition education and counseling,
nutritious foods and assistance with access to health care are provided
to low-income women, infants, and children through the Special Supplemental
Nutrition Program, popularly known as WIC. </p>
<p><b>General Program Requirements</b> <br>
In order to qualify for this benefit program, you must be a resident
in which you are applying, a pregnant, breastfeeding or postpartum woman,
infant or child up to 5 years of age and: (1) are individually determined
by a health professional to be at nutrition risk; and, (2) meet an income
standard, or are determined automatically income eligible. A person
who participates or has family members who participate in certain other
benefit programs, such as the Food Stamp Program, Medicaid or Temporary
Assistance for Needy Families, automatically meets the income eligibility
requirement. </p>

<p align="center"><b>Temporary
Assistance to Needy Families</b></p>
<p>The Temporary Assistance for
Needy Families (TANF) program became the TANF Bureau within the Office
of Family Assistance in May of 2006. The Bureau has primary responsibility
for the administration of the programs authorized under titles IV-A
and XVI of the Social Security Act.</p>
<p>Through its divisions and program
units, the Bureau provides assistance and work opportunities to needy
families by granting states, territories and tribes the Federal funds
and wide flexibility to develop and implement their own welfare programs.
The assistance is time-limited and it promotes work, responsibility
and self-sufficiency. </p>
<p>The TANF block grant is administered
by state, territorial and tribal agencies. Citizens can make application
for TANF at the respective agency administering the program in their
community. The Federal government does not provide TANF assistance directly
to individuals or families. </p>
<p><a name="0.1_history"></a>Under the welfare
reform legislation of 1996, (the Personal Responsibility and Work Opportunity
Reconciliation Act � PWRORA � Public Law 104-193), TANF replaced
the welfare programs known as Aid to Families with Dependent Children
(AFDC), the Job Opportunities and Basic Skills Training (JOBS) program
and the Emergency Assistance (EA) program. The law ended Federal entitlement
to assistance and instead created TANF as a block grant that provides
states, territories and tribes Federal funds each year. These funds
cover benefits, administrative expenses, and services targeted to needy
families. TANF became effective July 1, 1997, and was reauthorized
in February of 2006 under the Deficit Reduction Act of 2005.</p>
<p><a name="0.1_mission"></a>TANF is designed
to help needy families achieve self-sufficiency. To carry out its mission,
the TANF Bureau: 1) Develops legislative, regulatory, and budgetary
proposals; 2) Presents operational planning objectives and initiatives
related to welfare reform to the Director; 3) Oversees the progress
of approved activities; 4) Provides leadership and coordination for
welfare reform within ACF; and 5) Provides leadership and linkages with
other agencies on welfare reform issues, including agencies within DHHS,
relevant agencies across the Federal, State, local, and tribal governments,
and non-governmental organizations at the Federal, state, and local
