<p>On May 29, 2009, the face of home buying in the United States changed dramatically. It was on that date that the U.S. Department of Housing and Urban Development issued a statement saying that there would be an $8,000 credit from the 2009 American Recovery and Reinvestment Act for first time homebuyers to be used toward the purchase of a home insured by the Federal Housing Administration.</p>
<p>In reality, this meant that, as a first time homebuyer, you could receive a short-term loan for the $8,000 and, upon receiving the tax credit, you could pay back the loan. Today, it�s a buyer�s market, and the incentives in real estate are incredible.</p>
<p>The Housing Crisis in the United States precipitated the economic recession, and the Federal Government is well aware that the recession will remain until the housing crisis is over. With that in mind, there has never been a more propitious time to buy a home, invest in real estate, or buy a building for your business.</p>

<p>If you are in the market to make a real estate purchase, there are some things you need to address prior to making the purchase:</p>

<li>Make Sure of Your Financing - Before you contemplate visiting potential homes, pay a visit to a bank or mortgage lender to make sure that you have sufficient credit for the type of home you are looking for. Bank and mortgage professionals will set parameters for you on the limits you can expect to receive with regard to your funding. When you visit these professionals, be advised that you will need to bring along a copy of last year�s W-2 tax form, as well as your last pay stub in order to verify your employment status. At that time, your credit score will be ascertained, which will determine your loan eligibility as well as your interest rate. There are special rates available if you are a veteran or even member of a minority. Ask your bank or mortgage representative if you qualify for any special considerations based on your history or ethnicity.</li>
<li>Review All Available Assistance � There are grants available from the Federal government to the Realtors Association for such items as down payment costs, closing costs and renovation costs, depending on the type of home or real estate purchase that you make. For example, if you are considering a purchase of a HUD property, the Federal government offers a $5,000 grant, in addition to all the other incentives for those who have never owned a home or have not owned a home within the past three years. </li>
<li>Professional Representation � Make sure that once your financing has been secured, you enlist the services of a professional agency to represent you. Buying a home is quite different from selling one. A professional real estate agent knows what�s best in the area you are interested in, and has the connections to close the deal. Once you find a home that you like, then your agent can put in an offer for you. At that point, it is up to the seller to accept the offer, reject the offer, or make a counter proposal to the offer.</li>
<li>Inspect the Prospective Home � Once both sides have agreed on a price, then a contract is drawn up. At this point, assign your agent to enlist a professional inspection service to inspect all aspects of the home. In this way, all corrections can be made by the seller prior to your taking ownership of the home.</li>

<li><strong>Veterans and Disabled Homebuyer and Home Renovation Assistance</strong> � The U.S. Department of Agriculture offers special grants through its Section 504 program for home renovations up to $10,000. The program eligibility requirements vary among the states and cities. The best way to determine if you are eligible for these grants is to contact your city government, your county government, and your community development office. <li><strong>Mobile Home Repair</strong> � Many states offer assistance to mobile home owners in the form of low interest loans to buy a mobile home, or money to purchase the land on which your mobile home stands. For example, New York State offers both loans for mobile homes and loans to buy the land on which your mobile home stands through its Manufactured Home Cooperative Fund Program. The U.S. Department of Agriculture provides low interest loans for the purchase of a mobile home or to move it from one location to another. You can receive assistance for home renovations, such as bathroom and kitchen remodeling, rebates on new heating systems, winterization, fuel bills and other home ownership cost assistance.</li>
<li><strong>Office of Fair Housing and Equal Opportunity</strong> � Federal law prohibits discrimination on the basis of race, creed, ethnicity, religion, sex or sexual orientation, family status or disability. <li><strong>Internal Revenue Service</strong> � if you have made modifications to your home due to health reasons, you can deduct these modifications from your income tax. <li><strong>Medicaid</strong> � If you are receiving Medicaid benefits and need to make home modifications and repairs for your health and safety, Medicaid may pay for these modifications as well as medical equipment. <li><strong>The Rural Self-Help Technical Assistance Program</strong> � This program provides technical assistance to qualified non-profits and people to build homes in rural areas by the self-help method. You can find it in the CFDA as Program 10.420. </li>

<li><strong>Veterans Housing Direct Loans For Certain Disabled Veterans</strong> � This program, referred to as Program 64.118 in the CFDA, provides veterans who are eligible for a Specially Adapted Housing grant with a loan directly from the VA in certain circumstances.</li>
